#1 Set up the balanced chemical equation:

CuSO4(aq) + 2 KOH(aq) = Cu(OH)2(s)+K2SO4(aq)

#2 Based on the equation above you may put down the total ionic equation:

Cu2+(aq) + SO42-(aq)  + 2K+(aq)  + 2OH-(aq) = Cu(OH)2(s) + 2K+(aq)  + SO42-(aq)

#3 After the cancellation of the spectator ions K+, SO42- you'll get the following net ionic equation:  

Cu2+ (aq) + 2OH-(aq) = Cu(OH)2(s)
