Объяснение:

Везде где используется время или есть намек на предпочтительное совершение чего-то в то should have + verb, а везде где настоящее или будущее то should + verb.

В 6 тоже можно использовать оба варианта. Всё зависит от контекста опять таки, я бы использовал should reserve.

В 9 скорее всего should make an appointment, так как иначе было бы He was a very busy man, поэтому я бы выбрал should make.
