a) Were you going to the theatre at 8 o'clock?
- Yes, I was.

To form the Past Continuous tense, we use the past tense of the verb "to be" (in this case, "were"), followed by the gerund form of the main verb (in this case, "going"). In a short answer, we only need to use the past tense of "to be," which is "were," and not the gerund form of the main verb.
